AI Detects More Than $2 Billion in Risky Public Spending in Türkiye

Finance Minister Mehmet Şimşek says AI-powered system has identified public expenditures carrying risks of inefficiency

Türkiye’s Ministry of Treasury and Finance has identified more than 2 billion Turkish liras in public spending carrying a risk of inefficiency through an artificial intelligence-powered accounting and advanced analytics system, Finance Minister Mehmet Şimşek announced.

The system was developed to strengthen fiscal discipline, ensure more effective and efficient use of public resources, identify risks in advance and support data-driven decision-making.

AI-Powered Public Finance System

The Integrated Public Financial Management Information System (BKMYBS) has been transformed into an AI-supported digital platform that brings together budgeting, accounting, payments, reporting and financial decision-support processes under a single digital ecosystem.

Developed by the General Directorate of Public Accounts using domestic resources, the system can conduct risk-based analyses, identify potentially inefficient or erroneous expenditures and provide decision-makers with predictive insights.

The platform currently serves 497 public administrations, 95,000 spending units, 4,000 accounting units and approximately 400,000 users.

Every year, the system processes approximately 150 million accounting records, 3 million salary and wage calculations, 18 million payment orders, 5.5 million electronically signed documents and 10 million e-invoices.

More Than TRY 2 Billion in Spending Risks Identified

Since the project was launched, the system has identified public expenditures worth more than TRY 2 billion that carry a risk of inefficiency.

According to the ministry, the technology has strengthened preventive controls designed to ensure that public resources are used more effectively, economically and efficiently.

The project also generated environmental savings. During the 2025-2026 period, approximately 200 million pages of paper were saved through financial transactions conducted via BKMYBS, contributing to the prevention of around 5,000 tons of carbon emissions.

Şimşek: AI Use Will Be Expanded

Şimşek said the government has introduced a new-generation financial management infrastructure designed to strengthen fiscal discipline, improve the efficiency of public spending and increase the capacity for data-driven decision-making.

He noted that the system’s integrated architecture, high processing capacity and AI-powered analytical infrastructure are being closely monitored by international organizations and several countries.

“We will further expand the use of artificial intelligence and advanced analytical technologies,” Şimşek said, adding that the government aims to take Türkiye’s public financial management system to a higher level.

Project Wins National Efficiency Award

The AI-Supported Accounting and Advanced Analytics Project, developed by the General Directorate of Public Accounts, also received first prize in the artificial intelligence category at the 11th Productivity Project Awards organized by Türkiye’s Ministry of Industry and Technology.

The government says the system is expected to contribute to greater transparency, accountability and efficiency in the management of public resources.
