
Alkataş İnşaat has won İzmir’s largest environmental project tender — the 36-month operation of the Çiğli Wastewater Treatment Plant — with a bid of 1.9 billion TL. The tender, which had an estimated cost of 2 billion TL, saw only one company submit an offer despite 16 firms initially showing interest.
According to Egede Son Söz, the tender was held on October 7, 2025, by the İzmir Water and Sewerage Administration (İZSU) under the İzmir Metropolitan Municipality. While 16 companies downloaded the tender documents, only Alkataş İnşaat ve Taahhüt A.Ş. submitted a proposal.
The estimated value of the tender was announced as 2,019,113,255 TL, and Alkataş İnşaat’s offer amounted to 1,904,601,617 TL. Following the evaluation of qualification criteria, the contract was signed. Under the agreement, the company will employ 109 staff during the operation period.
The project had drawn criticism over privatization concerns, with some expressing reservations about outsourcing the operation of a key municipal facility.
Company Background
According to records in the Turkish Trade Registry Gazette, the Istanbul-based firm is owned by Emre Şapçı and Bayram Albayrak. Alkataş İnşaat has carried out several major infrastructure and wastewater treatment projects in Muğla, Samsun, Bursa, Istanbul, Erzincan, Ankara, Muş, and Eskişehir.
The company has also undertaken other major İzmir Metropolitan Municipality contracts, including the Çiğli Wastewater Treatment Plant 4th Phase 2nd Completion Construction and the Torbalı Ayrancılar-Yazıbaşı Wastewater Treatment Plant 2nd Phase Construction.
