
The total debt stock of State-Owned Enterprises (SOEs) and entities under the privatization program in Turkey reached TRY 1.085 trillion at current prices by the end of the first quarter of 2025, according to data released by the Ministry of Treasury and Finance.
As of Q1 2025, the domestic debt of these organizations stood at TRY 844.77 billion, while their external debt amounted to TRY 241.09 billion, bringing the overall debt stock to TRY 1,085,854,556,000.
Within the domestic debt category, the largest portion was owed to government institutions, totaling TRY 338.76 billion. This was followed by debts to commercial banks at TRY 268.88 billion, and to individuals and legal entities at TRY 94.35 billion.
The figures highlight the significant debt burden carried by public economic enterprises and entities within the privatization portfolio in Turkey, reflecting both internal financing dynamics and external borrowing exposure.
