Digital banking era begins in Turkey

With the new regulation of BRSA, banking transactions in Turkey will be carried out electronically without going to the bank branch as of May 1.

The Regulation on Remote Identification Methods to be Used by Banks and the Establishment of Contract Relations in Electronic Environment of the Banking Regulation and Supervision Agency (BRSA) was published in the current issue of the Official Gazette.

With the Regulation, it is aimed to determine the procedures and principles regarding the remote identification methods that can be used by banks in acquiring new customers and banking services to be offered after the identification of the customer.

On the other hand, there are regulations that will replace the written form or establish a distance contractual relationship over an information or electronic communication device, regardless of distance.

Within the scope of the regulation, as of May 1, banking transactions in Turkey will be carried out electronically without going to the bank branch. Banks will be able to identify remotely through video calls and establish a contractual relationship at a distance. Thus, faster and more convenient access to banking services will be provided. The process of becoming a customer will be completed remotely through digital media in a short time.

While the regulation paves the way for branchless digital banking activities, licensing of new banks, also known as Neobank, in the world in addition to existing banks, will be possible in the upcoming period.

High security measures and special training for customer representatives

Banks will be responsible for implementing the strict security measures determined by the Regulation in remote identification.

When opening of the bank account, customer representatives who will make remote identification via video call will receive special training on this issue. It will be ensured that the integrity and confidentiality of the visual and audio communication between the customer representative and the person is at a sufficient level.

For this purpose, the video call will be carried out with end-to-end secure communication. During the identification process, biometric comparison of the person’s face and the photograph taken from the identity document using near field communication will be made.

In the video call to be made, it will be mandatory to have at least one customer representative who has received the necessary training for disabled people.

Remote identification persons will be monitored in a special risk profile

Banks will monitor remote identification individuals in a different risk profile.

Additional security and control methods will be applied depending on the type and amount of the transaction made by these persons. The entire remote identification process will be recorded and stored in a way that includes all steps of the process and makes it auditable.
