Dubai Chamber highlights progress in enhancing business environment

Discussions also focused on the chamber’s priority of advancing the interests of the business community through robust policy advocacy

The Dubai Chamber of Commerce, one of the three chambers operating under the Dubai Chambers umbrella, has convened its fourth quarterly meeting of Business Groups and Business Councils for 2025, bringing together representatives from across the emirate’s private sector to review key initiatives and discuss strategies to strengthen global competitiveness.

During the session, participants were briefed on the chamber’s ongoing efforts to enhance Dubai’s pro-business ecosystem and support the growth and expansion of companies across major economic sectors.

The meeting also reviewed performance trends from the first nine months of the year and outlined the promising economic opportunities expected in the coming period.

Insights on Dubai Economic Agenda (D33)

A panel session featured H.E. Hadi Badri, CEO of the Dubai Economic Development Corporation, the economic development arm of the Department of Economy and Tourism.

He discussed the strategic direction and long-term objectives of the Dubai Economic Agenda (D33), highlighting its role in shaping future economic growth and strengthening Dubai’s position as a leading global hub for business and investment.

Advancing private-sector interests through policy advocacy

Discussions also focused on the chamber’s priority of advancing the interests of the business community through robust policy advocacy.

The Dubai Chamber of Commerce continues to empower Business Groups to contribute actively to enhancing regulatory frameworks, improving business processes,and identifying new opportunities that support sustainable economic development.

From January to September 2025, the chamber reviewed 42 laws and draft laws in collaboration with Business Groups, achieving a 64 percent adoption rate for private-sector recommendations; an improvement from 49 percent during the same period in 2024.

The chamber also convened 124 meetings with Business Groups and Business Councils, marking a 41 percent year-on-year increase.

Broad representation across sectors and national communities

The meeting brought together members of Business Groups and Business Councils representing a wide spectrum of industries and international business communities.

Business Groups serve as a collective voice for key economic sectors, while Business Councils represent the interests of companies and investors from specific countries.

Together, they ensure inclusive representation across Dubai’s diverse business landscape, strengthening public–private collaboration and contributing to the growth and competitiveness of companies across the emirate.

Maha Al Gargawi, vice president of Business Advocacy at Dubai Chambers, said: “Business Groups and Business Councils play a vital role in boosting Dubai’s investment competitiveness and deepening trade links through effective public-private cooperation.
