Istanbul Metropolitan Municipality has announced its action plan for electric scooters, which negatively affect both pedestrian traffic and vehicle traffic. Within the plan, brand-new regulations are coming for mobility-oriented vehicles.

Electric scooters, which are actively used in many cities in our country, especially in Istanbul, offer ideal solutions for short-distance travel. Although these are ideal solutions, they are always at the center of criticism because they are parked in uncertain places and endanger the lives of the people around.

Faced with similar problems, a referendum was held in Paris due to the failure to establish order despite strict rules, and the public demanded the abolition of electric scooters. In order to avoid such problems, Istanbul Metropolitan Municipality also took various measures.

The statement made by the IMM on the subject is as follows:

“The use of scooters is standard. Random parks will be avoided. Along with the speed limit, an education requirement will be introduced. Applications will be integrated with Istanbulkart.

Istanbul Metropolitan Municipality (IMM) will implement a new action plan regarding the use of scooters, which has become a problem in all metropolises of the world. The details of the 8-item Scooter action plan determined by the Istanbul Metropolitan Municipality Transportation Department Transportation Planning Branch Directorate are as follows:

1- 1.500 parking areas will be created at different points of Istanbul. Scooter operators will also contribute to the installation of the parking areas determined with the contribution of IMM and district municipalities. Parking areas will be ready within 6 months.

The opening fee will not be charged for those who leave their scooters at random places, not these parking areas. Users who comply with this rule will receive a 15% discount from the total price they will pay.

2- Speed limit will be imposed at the points where the traffic flow is heavy. The speed limit will be limited to 12.5 km/h in places defined as “sensitive areas”.

3- All relevant operators will regularly share their e-scooter usage data with the Istanbul Metropolitan Municipality Transportation Department, Transportation Planning Branch Directorate.

4-Users will be provided with a training requirement. Operators will be obliged to organize training sessions every 2 months.

5-Mobile applications of 7 different operators currently operating in Istanbul will be integrated with IstanbulKart. In the process, solutions will be developed to ensure full integration with public transportation.

6-Communication and information campaigns will be held between IMM and operators every year.

7-E-Skuter (E-scooter) Commissions will be established in the districts. District municipalities, operators and IMM will act in coordination. The commission will meet once a month.

8- As of 2024, the speed limit for the first 5 uses of a single person will be limited to 12.5 km/h.”

It is estimated that the new decisions taken will be implemented as soon as possible. If these rules do not produce the desired result, it seems likely that a Paris-like election will be held.
