
In the privatization tender for vehicle inspection stations, MOI Joint Venture Group submitted the highest bid for both Region 1 and Region 2, securing the tender with bids of $830 million and $890 million, respectively.
MOI Joint Venture Wins with a Record-High Bid
The tender, conducted by the Privatization Administration, included multiple bidders. However, MOI Joint Venture Group (Met-Gün İnşaat Taahhüt ve Ticaret A.Ş.– Itversia Gestion S.L.–Opus Group AB – VTV Norte SA) outbid its competitors.
MOI’s consortium includes Opus Group, a global leader in vehicle emissions testing since the 1970s, as well as VTV Norte, an Argentina-based vehicle inspection company acquired by Opus.
Notably, the previous tender was valued at $530 million, but the Opus/Met partnership’s bid nearly tripled this amount, securing the privatization rights for vehicle inspection stations.
Tender Process and Competitive Bidding
The first tender was conducted for Region 1, covering the construction, maintenance, and operation of vehicle inspection stations. The main bidders were:
- Doğuş Tem Joint Venture Group (Doğuş Holding AŞ – Tem Kocaeli Araç Muayene İstasyonları İşletim ve Ticaret AŞ)
- AGTT Joint Venture Group (Aktur Araç Muayene İstasyonları İşletmeciliği AŞ – GGK Yapı Gayrimenkul Enerji Turizm İnşaat Sanayi ve Ticaret Ltd. Şti. – TÜV SÜD Aktiengesellschaft – Test Taşıt Muayene İstasyonları Yapım ve İşletim AŞ)
- MOI Joint Venture Group (Met-Gün İnşaat Taahhüt ve Ticaret A.Ş. – Itversia Gestion S.L. – Opus Group AB – VTV Norte SA)
Competitive Auction and Withdrawal of Bidders
- The initial bid was $750 million, with the first open bidding round starting at $800 million.
- MOI offered $805 million, while AGTT bid $810 million. Doğuş Tem Group withdrew from the tender.
- In the final round, MOI increased its bid to $830 million, while AGTT exited the competition, securing MOI’s victory for Region 1.
- Similarly, MOI also submitted the highest bid of $890 million for Region 2, winning both regions.
Privatization of Vehicle Inspection Stations
The privatization process divides the country into two regions:
- Region 1: Covers 45 provinces, accounting for 49% of Türkiye’s total vehicle population.
- Region 2: Covers 36 provinces, making up 51% of the country’s vehicle population.
According to the Privatization Administration, this tender covers the 2027-2047 period, continuing the privatization process initially launched in 2007. The previous 20-year concession contracts, signed on August 15, 2007, will expire on August 14, 2027.
With the MOI Joint Venture Group’s record-breaking bid, the future of vehicle inspection services in Türkiye will now be shaped by Opus Group and its partners, ensuring advanced testing, maintenance, and operation standards.
