Remote identification system starts a new era in Turkish banking

Remote identification system will be possible after the regulation prepared by the Banking Regulation and Supervision Agency (BRSA) comes into force. In the new period, people will be easily able to become customers and existing customers will be able to perform their banking transactions via remote identity verification.

BRSA prepared the “Draft Communiqué on Remote Identification Methods to be Used by Banks” to determine the remote identification methods that can be used by banks to gain new customers and verify customer identity. Accordingly, remote identification will be carried out by online video chatting, without the need for the bank employee and the person to be physically in the same environment. Wet signature obligation will be abolished.

In the video call, it will be mandatory to create an adequate level of security and confidentiality, taking possible risks into account. Video call will be carried out with encrypted secure communication.

Faster and more convenient access to banking services will be provided with the implementation of remote identification system; there will be savings of time, cost and labour. The process of becoming a customer can be completed in a maximum of 10 minutes. The use of paper, documents and service costs will be reduced in the banks. Also, customers will be presented with a flexible, innovative and open-minded experience.

The remote identification is expected to be operational by 2021

It is known that the method of remote identification by video calling is used effectively in Germany, Spain, France and Estonia. It is predicted that the remote identification system will be operational in Turkey by 2021.

Completely digitalized remote identification system became possible in Turkey with the amendment made in the Banking Law No.5411 on June 26 2020. It became possible for the relations between banks and their customers to be carried out at a distance by using remote communication tools and to be regulated by contracts through methods that allow the authentication of customer identity with the amendment.

According to BRSA, operations regarding identity documents that can be used in the end-to-end digital identification process, security elements and verification are ongoing.
