
Ankara — Türkiye’s services exports increased to $122.6 billion in 2025, continuing their upward trajectory, the Ministry of Trade announced following the publication of a new Presidential Decree in the Official Gazette.
The “Presidential Decree on the Definition, Classification of Service Exports and the Support of Service Sectors” has entered into force, aiming to strengthen and streamline support mechanisms for service exporters.
Steady Growth in Services Exports
In its statement, the Ministry emphasized that efforts to ensure sustainable growth in services exports are ongoing. Services exports, which stood at $14 billion in 2002, rose to $117.2 billion in 2024.
With this performance, Türkiye ranked 21st among the world’s largest services exporters. The country’s share in global services exports increased from 0.89% in 2002 to 1.32% in 2024.
Türkiye also achieved a $61.4 billion surplus in international trade in services, placing it fifth globally in this category. The upward trend continued into 2025, with total services exports reaching $122.6 billion.
TRY 12 Billion in Support Planned
The Ministry noted that support programs for service sectors have been in place since 2012 to ensure sustainable growth.
To date, TRY 21 billion has been disbursed to service sectors. In 2026, support payments totaling TRY 12 billion are planned.
Support System Simplified and Expanded
Previously regulated under five separate decrees consisting of 289 articles across nearly 70 pages, the services export support legislation has now been consolidated into a single framework of 51 articles spanning 17 pages.
According to the Ministry, the new regulation establishes a more comprehensive, innovative, effective, and user-friendly support system. Support rates, durations, and limits have been standardized, while coverage has been expanded in targeted sectors.
Target Markets and Sustainability Support
The Ministry reported that 50 companies are currently benefiting from the e-Turquality Support Program, designed for firms operating in information technology and digital intermediation sectors.
A new target market strategy has also been introduced, enabling companies to diversify their markets more effectively. Under this framework, firms will be eligible to receive Ministry support for five years per designated target market.
Additionally, a Sustainability Project Support Program has been launched for service exporters. The program will back projects aimed at developing organizational and operational structures aligned with sustainability goals and complying with environmental, social, economic, and governance standards.
The Ministry reaffirmed its commitment to supporting service exporters and strengthening Türkiye’s position in global services trade.
