Official statement: Is the 25% limitation on rent increase rate being lifted?

Minister of Justice Yilmaz Tunc said that he estimated that the 25% limitation on rent increase rates would not be extended after July. The Center for Combating Disinformation noted that Tunc’s words expressed his expectation and that no such decision had been taken.

The practice, which was introduced to prevent high inflation and the cost of living, was extended for one year last year. The application ends in July 2024.

While there is no official statement yet on whether the practice will continue or not, Minister of Justice Yilmaz Tunc gave the first signal.

Participating in the TV100 broadcast, Minister Tunc answered the question on whether the restriction will be extended or not: “When we look at the statements of our Minister of Finance, especially regarding inflation, it seems that there will be no need for such a situation.”

‘No decision has been made’

The Center for Combating Disinformation made a statement on its social media account regarding the claim that “It was decided not to extend the 25% increase limit on rents.”

In the statement made by the Center, it was reminded that, upon complaints from citizens about rents, the regulation stating that housing rent increases should not exceed 25% of the price of the previous rental year was adopted in June 2022 in the General Assembly of the Turkish Grand National Assembly.

The Center for Combating Disinformation continued its statement as follows: “Effective as of July 2, 2023, the 25% rent increase rate has been extended until July 1, 2024, in line with the provisions of Temporary Article 2 added to the Code of Obligations No. 6098, stating that the rent increase rate in housing lease agreements is limited. It has been determined that no statement has been made by any official institution stating that ‘the 25% raise limit has been abolished’.

It has been determined that in the statement of the Minister of Justice Yilmaz Tunc, which was cited as the basis for the allegations, there was no statement such as ‘It was decided not to extend the 25% increase limit in rents’. Minister Tunc was asked in a TV program he attended, ‘Do you predict that the 25% rent increase rate will be extended?’ To the question the answer was the following, ‘The 25% limit ends in July. “When we look at the statements of our Minister of Finance, especially regarding the inflation target, it seems that there will be no need for such a situation.”

Therefore, Minister Tunc’s statement is not that ‘such a decision was taken’, but that ‘he had such an expectation’.”
