Turkey Revises Crop Support Rules: New Incentives for Second-Crop Soybean Production

The Ministry of Agriculture and Forestry in Turkey has introduced new regulations concerning plant production support for the 2025–2027 period, according to a communiqué published in the Official Gazette. The changes bring notable updates to how support payments are made, especially when multiple crops are produced on the same land within a single production year.

Under current rules, if more than one crop is grown on the same land within the same year, only the crop with the highest calculated support amount qualifies for payment. However, under the revised regulation, if soybeans are cultivated as a second crop, producers will receive a base support payment in addition to the highest-value support already applicable for the primary crop.

Key Updates:

  • Second-Crop Soy Support: Farmers growing soy as a second crop will now receive an additional base support payment, boosting incentives for soybean cultivation and crop rotation practices.
  • Verification Process Strengthened: Support payments will only be made to farmers who can verify actual production. Local agricultural directorates will assess and confirm whether genuine production has occurred, based on documentation reviewed by relevant institutions.
  • Ineligible Claims: Producers who are found not to have engaged in real production will not be eligible for any support payments.
  • Licensed Storage Period Adjustments: For barley, the support-related storage period has been updated — the storage start date has been moved earlier, from June 1 to May 15.

The revised communiqué titled “Amendment to the Communiqué on Plant Production Support Payments and Other Agricultural Subsidies for 2025–2027” is set to take effect retroactively from January 1, 2025.

These updates are aimed at promoting transparency, increasing productivity, and supporting strategic crops like soybeans to strengthen agricultural sustainability in Turkey.
