Türkiye’s Ministry of Energy and Natural Resources has revised the technical assessment requirements for applications to generate electricity from wind energy.
The regulation amending the rules on the assessment of applications for electricity generation based on wind resources was published in the Official Gazette and entered into force.
Under the amendments, the definition of “incompatible areas” used in the technical assessment of wind energy projects has been expanded. The revised provisions cover areas allocated to wind, solar, biomass and geothermal power plants, as well as areas designated under the Renewable Energy Resource Areas (YEKA) framework.
New criteria for unlicensed generation applications
Applications for unlicensed electricity generation may now be deemed technically non-compliant in cases involving incomplete or incorrect information and documentation, overlaps or intersections between plant sites and designated areas, interference between turbines belonging to different projects, or inconsistencies between site boundaries and approved coordinates.
Applications will also fail the technical assessment if the technical specifications of the proposed wind turbine do not match the relevant turbine type certificate and its annexes.
Requirements for project amendments
For requests to modify information included in pre-licenses or generation licenses—such as the number and capacity of units, coordinates, plant site boundaries, tower height and rotor diameter—the relevant information form must be completed fully and accurately.
The regulation also revises procedures for transferring land-coordinate information into the system. Approved coordinate documents concerning titled land, roads, streams and irrigation channels will be transferred by the relevant grid operators to the Renewable Energy Projects Evaluation System (YEPDİS).
