The regulation establishing the framework for Türkiye’s Emissions Trading System (TR ETS) has been published in the Official Gazette, setting out the rules governing the implementation of the country’s carbon market.
Prepared by the Climate Change Presidency under the Ministry of Environment, Urbanization and Climate Change, the regulation is intended to play a key role in Türkiye’s climate-friendly transformation and green development goals.
Rules Aligned with the EU Emissions Trading System
The new regulation brings together under a single legal framework provisions previously covered by the Regulation on Monitoring of Greenhouse Gas Emissions, published in 2014.
It also incorporates provisions on monitoring, reporting, verification and market operations in line with the European Union Emissions Trading System, with the aim of establishing the institutional and regulatory infrastructure needed to support Türkiye’s national and international climate commitments.
42 Articles and Six Transitional Provisions
The regulation consists of 42 articles, six temporary articles and seven annexes.
It establishes procedures and principles covering:
- The scope of the Türkiye Emissions Trading System
- The emissions cap
- Greenhouse gas emissions permits
- The allocation, validity and surrender of allowances
- Market flexibility mechanisms
- The market stability reserve
- The compliance mechanism
- Monitoring, reporting and verification requirements
Aim Is to Accelerate Green Transformation
According to the Ministry, the establishment and implementation of the TR ETS will encourage reductions in greenhouse gas emissions, accelerate the transition to low-carbon production technologies and support Türkiye’s broader green transformation process.
The system will also serve as one of the instruments for achieving the emissions-reduction targets included in Türkiye’s Nationally Determined Contribution (NDC) under the Paris Agreement.
Government Says Green Transformation Will Accelerate
Environment, Urbanization and Climate Change Minister Murat Kurum also commented on the regulation in a social media post, emphasizing its importance for Türkiye’s green transformation process.
The regulation marks a significant step toward establishing a structured carbon-pricing and emissions-management framework in Türkiye, while bringing the country’s climate policy infrastructure closer to EU standards.
