YOİKK Meeting Held Under the Chairmanship of Cevdet Yılmaz

The first 2025 meeting of the Coordination Council for the Improvement of the Investment Environment (YOİKK) was held under the chairmanship of Vice President Cevdet Yılmaz. The meeting focused on shaping the actions planned for the 2025–2026 period around key themes, including improving judicial processes, creating new investment areas, and promoting high-tech investments.

It was emphasized that YOİKK continues its work decisively within the framework of its Action Plan, focusing on issues that aim to enhance investment processes, reduce the current account deficit, accelerate the twin transition, strengthen the link between vocational education and employment, and facilitate exports of goods and services.

According to the statement, “Of the 57 actions included in the 2024 Action Plan, 37 have been completed. Of the remaining actions, 17 have achieved a completion rate of over 60 percent.”

Since the last council meeting held in August 2024, measures under 26 actions have been implemented. Some highlights include amendments to the Organized Industrial Zones Implementation Regulation, introducing changes concerning preliminary allocations, land allocation, and extension of allocation periods.

The statement also noted that regulatory work aimed at accelerating permit processes required from public institutions for energy and mining investments is nearing completion.

It was further stated that investment incentive policies have been revised within the framework of the 12th Development Plan, the Medium-Term Program, and the 2030 Industry and Technology Strategy: “In this regard, efforts to implement a new incentive system that will strengthen our country’s production, employment, exports, and investments have been completed.”

The new Action Plan for 2025–2026 was developed with a joint understanding among all stakeholders from the business world and public institutions, focusing on themes such as improving judicial processes, creating new investment zones, developing the entrepreneurship ecosystem, and promoting high-tech investments.

Additionally, goals such as implementing green transformation and sustainability policies, improving logistics and technological infrastructure, and increasing access to finance were highlighted.

The final version of the 2025 Action Plan will be shaped based on the feedback of YOİKK stakeholders. The implementation of the plan will be carried out under the responsibility of the relevant institutions, with monthly progress tracked by the YOİKK Secretariat, as in previous periods.
