The e-tender method in public procurement will be mandatory starting from 1 August

The rate of tenders made by the electronic tender method, which increases competition and transparency in public procurement, reached 46% in 2021. Making purchases using this method will gradually become mandatory from 1 August.

According to the information received from the Public Procurement Authority, competition and transparency in public procurement have increased with the introduction of the electronic tender (e-tender) method.

Electronic tenders also contributed to the faster and healthier execution of transactions, increasing the savings rate and reducing bureaucracy.

Participation of the interested parties in the public procurement process has also become easier in the e-tender, and it was emphasized that the tender process should be based on the principles of confidentiality and reliability.

The rate of e-tender usage increased by 76% during the epidemic period.

There has been a significant increase in the use of e-procurement since March 2020, when the first COVID-19 case was detected in Turkey.

In this context, more than 17 thousand purchases in 2020 and more than 30 thousand in 2021 were made by e-tender method. While there was an annual increase of 76% during the epidemic period, the rate of e-tender use reached 46% in 2021.

The number of bidders with the e-tender method increased by 93%, and an average of 5% savings per tender was achieved.

Public procurement processes will accelerate

The studies, which started with the implementation of the declaration method, which received e-bids on July 1, 2016, for the electronic tenders within the scope of the Public Procurement Law, gained momentum with the implementations of removing the monetary limit on e-procurements and expanding the scope of the tender procedures using e-tender.

As part of the recent studies carried out by the Authority, the e-tender method will gradually become mandatory as of August 1st. The regulations prepared by the Public Procurement Authority regarding this regulation were published in the Official Gazette as of yesterday.

In this framework, all of the tenders realized with the open tender method after August 1, 2022 and whose approximate cost is up to half of the threshold value stipulated in the law, (₺2 million 2 thousand 17 for goods purchases, ₺3 million 336 thousand 704.50 for service purchases, ₺73 million 407 thousand 984.50 for construction works) will be realized with the e-tender method.

By making the e-tender method mandatory for purchases, it is aimed to spread the benefits obtained from the use of this method to a wider segment.
